Devolution and the Constitution

The devolution settlement in the UK, encompassing the Scotland Act 1998, Northern Ireland Act 1998 and the Government of Wales Act 1998, altered the constitutional landscape in the UK.

Devolution to Scotland, with the creation of a Scottish Parliament and Scottish Government, has brought with it a demand for specialist legal advice on parliamentary procedures, parliamentary standards, legislative competence issues, the reserved/devolved settlement and legislative drafting.

As the agenda for constitutional change develops, we are able to keep you informed of any further proposals to change the governance arrangements of Scotland.

Our Parliamentary and Public Law unit can:

  • guide you through the complex legislative and policy environment,
  • advise on Scotland's unique constitutional position,
  • assess how legislation from both the Scottish and UK Parliaments might affect you and your organisation, and 
  • offer drafting services.

We have significant experience of advising on the division of reserved and devolved matters. We can also advise on matters relating to the Welsh Assembly and the Northern Ireland Assembly. We bring experience of working within both the UK Parliament and the Scottish Parliament.
