Lorraine Balfour


Lorraine is a solicitor within our Parliamentary and Public Law unit.
She studied at the University of Edinburgh, completing the LLB in 2006 and the Diploma in Legal Practice in 2007.
Lorraine provides legal advice to both public and private sector clients on all aspects of parliamentary and public law.
She advises a wide variety of statutory bodies on public law issues including freedom of information and data protection. Lorraine has experience in statutory interpretation and advising public bodies on compliance with their founding legislation. She also has experience of legislative drafting.
She has advised clients on parliamentary procedures at Westminster and Holyrood in relation to primary and subordinate legislation, including the drafting of written evidence to the Scottish Parliament on bills in progress.
